Rule 29
Accepting Variation Orders

(1) After starting the work according to the approved cost estimate, if it is necessary to further reduce the amount of such work due to technical reasons or to add or replace new items, the work can be carried out by approving the variation order as follows under the approved budget:-
(a) In cases where the drawing, design and specification etc. of the construction work do not need to be changed but only the quantity of the work is increased or decreased, the Secretary will issue a variation order up to ten percent of the contract price with sufficient technical proofs on the recommendation of the concerned official. If it is necessary to reduce more than that, the technical proof will have to be submitted and approved by the municipality.
(b) If the drawing, design and specification etc. of the construction work needs to be changed, the variation order up to fifteen percent of the contract price should be prepared and approved by the municipality along with technical confirmation.
(c) In the case of purchase of goods, consulting services and other services, the variation order up to fifteen percent of the contract price shall be confirmed and approved by the municipality. (d) If there is a variation of more than fifteen percent of the contract price, a new cost estimate will have to be prepared and work will be done through a separate procurement process.
